【摘要】 推进社会救助数字治理是建设"数字中国",助力国家治理能力现代化的重要实践路径。本文聚焦社会救助数字化转型中的"数字悬浮"困境,基于简·芳汀的技术执行分析框架,将数字悬浮表现形式归纳为"数字鸿沟"、"数字政绩"、"信息孤岛"、"技术脱嵌",并从技术、组织与制度三重逻辑分析其成因:工具理性扩张消解价值理性、科层压力扭曲执行逻辑、碎片化制度规则制约协同效能。基于此,本文提出"技术调适-组织改革-制度完善"协同路径,通过树立以人为本的救助理念;优化技术设计,完善识别机制;化解科层压力,构建协同网络;统一标准规则,强化算法监督,推动数字治理从"悬浮"向"扎根"转型,助力社会救助体系的高质量发展。更多还原

【Abstract】 Advancing digital governance in social assistance is a critical pathway for building a "Digital China" and enhancing the modernization of national governance capabilities.This study focuses on the "digital suspension" dilemma in the digital transformation of social assistance.Grounded in Jane Fountain’s technology enactment framework,we categorize the manifestations of digital suspension into four dimensions:the digital divide,digital performance-oriented formalism,information silos,and technological disembedding.Through a tripartite analytical lens encompassing technology,organizational structures,and institutional arrangements,this research identifies three root causes:the expansion of instrumental rationality eroding value rationality,bureaucratic pressures distorting implementation logic,and fragmented institutional rules undermining collaborative efficiency.To address these challenges,this study proposes an integrated pathway of "technical adaptation,organizational reform,and institutional refinement." Specific strategies include:embedding human-centered principles into governance practices;optimizing technical designs to enhance identification mechanisms;mitigating bureaucratic pressures through collaborative networks;and unifying standards and strengthening algorithmic oversight.These measures aim to transition digital governance from a state of "suspension" to one of "grounded efficacy," thereby advancing the high-quality development of social assistance systems.更多还原
