中国体育治理演变:基于韦伯“理性化”概念的考察
The evolution of sports governance in China: An inquiry grounded on Weber’s notion of "rationalization"

【摘要】 马克斯·韦伯描绘的具有"普遍历史意义和效力"的理性化进路,是以目标理性为社会整体取向并实现与价值理性有效融合的法理秩序。韦伯特别指出,价值理性往往以"扳道工"的角色指引着目标理性的正确发展。虽然中西方体育治理具有不同的社会背景,但韦伯的"理性化"学说,之于中国体育治理仍具借鉴的可能。基于韦伯"理性化"的视角,中国体育治理历经了从基于群体意志自发产生的卡里斯玛式的体育治理组织到官僚体制下的体育治理机构,最终朝向追寻价值引导与官僚体制完美融合的现代体育治理模式。然而相较于西方,中国的体育治理有其独特的发生逻辑。从中国传统的德治民本思想出发,党和国家能够始终站在人民的立场上,落实"以人为本"与"体育为人",最终实现中国体育治理走向以法理秩序为基础的人民体育时代。
【Abstract】 The rationalization approach described by Max Weber holds "universal historical significance and effect," establishing a legal order in which goal rationality serves as the overall orientation of society, effectively integrating with value rationality. Weber particularly emphasizes that value rationality often guides the proper development of goal rationality, acting as a "switchman." Despite differing developmental stages and social backgrounds between Chinese and Western sports governance, Weber’s theory of "rationalization" can serve as a reference for Chinese sports governance. Drawing from Weber’s perspective on "rationalization," Chinese sports governance has transitioned from spontaneously generated Charisma-type organizations based on group will to bureaucratic systems within sports governance organizations, ultimately striving for the perfect integration of value guidance and modern bureaucratic systems in sports governance. While China’s rational development in sports governance aligns with Western processes, it possesses its own unique logic. Rooted in traditional Chinese principles of governing through virtue, the Party and state consistently prioritize people’s interests by implementing an ethos of "people-oriented" and "sports for people," and encouraging widespread participation.This culminates in achieving an era of people-centric sports governance based on legal order.
