【摘要】 2020年6月新发地市场暴发新冠聚集性疫情,农产品批发市场由于其规模体量巨大、人流物流高度混杂、安全隐患多等问题,成为后疫情时代城市常态化防控的关注焦点。通过信令大数据对《北京市物流专项规划》前期研究、规划编制、实施评估提供支撑:首先,前期研究阶段提出:1、现状市场"西南密、东北疏",与居住人口分布不匹配;2、南北物流联系跨度较大,对中心城区穿越严重;3、各一级市场功能类似、服务供应雷同功能、定位有待明晰;4、核心市场服务规模过大、边缘市场服务规模不足;5、新业态支持不足等问题;其次,辅助规划编制阶段提出系列措施:例如加强用地控制、优化结构重末端、重视地区均衡、补足短板区域;引导新型业态等系列举措;最后。针对近期实施效果初步评估:中心城区物流总量减少、外围市场逐步承接中心城区压力;单极中心逐步打破、多点格局初步呈现;多点服务子群增多,供应服务趋向均衡,结果证明了相关实施措施的有效性。研究对物流专项规划实施评估具有一定参考价值。更多还原

【Abstract】 In June 2020, a cluster of COVID-19 outbreaks broke out in Xinfadi Market. The agricultural product wholesale market has become the focus of urban normalization prevention and control in the post-epidemic era due to its huge scale, highly mixed flow of people and logistics, and many safety hazards.This study provides support for the preliminary research, planning preparation and implementation evaluation of "Beijing Logistics Special Plan" through Signaling Data:First, In response to current situation, a series of questions are raised:1. The market is "dense in the southwest and sparse in the northeast", which does not match the distribution of the living population;2. The north-south logistics connection span is large, and it is serious for the central city to cross;3. The functions of each primary market are similar, the functions of service supply are similar, and the positioning needs to be clarified;4. The service scale of the core market is too large, and the service scale of the peripheral market is insufficient;5. Issues such as insufficient support for new formats;Secondly, a series of measures are proposed in the auxiliary planning stage: for example, strengthening land use control, optimizing the structure and focusing on the end, paying attention to regional balance, making up for the weak areas; guiding new business formats and other series of measures;At last. Preliminary evaluation of the recent implementation effect: it is found that the total logistics volume in the central urban area has decreased, and the peripheral market has gradually taken over the pressure of the central urban area; the unipolar center has gradually broken down, and the multi-point pattern has initially appeared; the multi-point service subgroup has increased, and the supply service has tended to be balanced.The results demonstrate the effectiveness of the relevant implementation measures.
