国土空间用途管制中的政策分区应用研究——以邢台县为例

【摘要】 伴随着生态文明建设和空间治理体系现代化的推进,原有的以土地用途管制为主要任务的土地利用规划、以空间开发格局安排为主要任务的主体功能区规划以及以城乡用地功能布局为主要任务的城乡总体规划,都存在着对整体的国土空间缺少整体设计和相应制度安排。中央提出"建立国家空间规划体系",以空间规划体系为基础,国土空间用途管制为手段,实现国土空间治理体系与治理能力的现代化,不仅是要求各类空间规划本身的融合统一,实质上更是要从空间政策的角度去落实和谋划对整体国土空间开发、保护、整治"三位一体"的总体部署,根据不同空间分区,实施差异化分区施策管控,最终实现分区发展战略目标,从而真正促进和实现地方管理的精细化,以及国家的治理体系和治理能力的现代化。更多还原

【Abstract】 Along with construction of ecological civilization and the space management system modernization advancement, the original land use control as the main task of land use planning, spatial development pattern arrangement as the main task of main body function area planning and layout in urban and rural land use function as the main task of urban and rural overall planning, there are land and space of the whole lack of overall design and the corresponding system arrangement. Central proposed "the establishment of national spatial planning system", based on the spatial planning system, land space use control as the means, realize the modernization of national spatial governance system and management ability, is not only the requirements of various types of space planning itself, in essence is to go from the Angle of space policy implementation and planning of the overall national spatial development, protection and renovation "trinity" of the overall deployment, according to different space partition, implement differentiation partition ShiCe controls, finally realizes the partition development strategic target, thus really promote and realize the local management refinement, and the country’s modernization of management system and management ability.更多还原
