【摘要】 2035年基本实现制造强国目标的实现,离不开制造业的军民融合深度发展。形成军民一体化的现代制造业体系,是制造强国战略目标的核心内容。本研究通过分析制造业军民融合的产值、进出口等数据,研究了现阶段制造业军民融合深度发展如何统筹规划、合理进行资源配置的问题,提出把军工制造业融入国家工业体系的有效途径,即:按不同层次对军民融合的类别、程度进行区别对待。在基础工业层,充分发挥政府主导作用与体制优势,推进军民深度融合;在功能部件与分系统层,充分发挥政府主导和市场配置相结合的综合优势,推进军民有机结合;在装备与系统层,充分发挥政府主导下市场配置的决定性作用,推进军民统筹、分块实施。进一步打破军民界限,通过对全社会的军品、民品科研生产能力分类管理,真正实现同等能力同等对待,进一步提升我国的经济能力。更多还原

【Abstract】 The goal of building a powerful manufacturing country in 2035 could not be achieved without the deep development of civic-mititary integration of manufacturing industry and forming a modern manufacturing system of civil-military integration is the core content of the strategic goal of manufacturing power.By analyzing the output value,import and export data of civil-military integration of manufacturing industry,this article studies how to plan as a whole and allocate resources reasonably for the indepth development of civil-military integration of manufacturing industry,and puts forward an effective way to integrate military manufacturing industry into the national industrial system,and that is,to treat the types and degrees of civil-military integration differently according to different levels.At the basic industry level,the government and institutional advantages play the leading role on promoting the deep integration of the military and the civilian.At the functional component and subsystem level,the comprehensive advantages of the combination of government leading and market allocation would promote the organic integration of the military and the civilian.At the equipment and system level,the decisive role of market allocation under the leadership of the government would promote the overall planning and implementation of the military and the civilian.Further break the military civilian boundary,and truly treat the same capabilities equally through the classified management of the scientific research and production capacity of military and civilian products in the whole society is urgent,which could further improve China’s economic capacity.更多还原
