【摘要】 环境影响评价制度是我国的环境保护制度之一,也是我国环境保护法律体系的重要组成部分。当前,为推动社会不断进步、经济高质量发展,我国生态环境领域提出落实"放、管、服"改革方向,环境影响评价制度改革正是其中的重大举措之一。本报告通过对环境影响评价在我国的发展历程的研究,指出当前环境影响评价改革发展中的关键点在于解决"慢""难""繁"的问题,提高环评审批效率,强化规划环评与项目环评的联动作用,并对未来环境影响评价制度改革进行展望,提出在未来工作中要通过加强环境执法能力来提高环评效能,提高环评工作中的公众参与效率,推动规划环评尽快在全国范围内"落地"。更多还原

【Abstract】 Abstact The environmental impact assessment(EIA) system is one of the environmental protection systems in China and an important part of the environmental protection legal system in China. At present, in order to promote continuous social progress and high-quality economic development, China’s ecological environment field has proposed a reform direction to implement "decentralization of service". The reform of the EIA system is one of the major measures. Based on the development process of EIA in China, this paper points out that the key points in the current EIA reform and development are to solve the problems of "slow", "difficult" and "complex", improve the efficiency of EIA approval, and strengthen the link between planning EIA and project EIA, and look forward to the future reform of the EIA system, and propose to improve the effectiveness of EIA by strengthening environmental law enforcement capabilities in future work, ensure the efficiency of public participation in EIA work, and promote the implementation of planning EIA as soon as possible across the country. The environmental impact assessment system is one of China’s environmental protection systems and an important part of China’s environmental protection legal system. At present, in order to promote the continuous progress of the society and the high-quality development of the economy, China has proposed the reform direction of implementing the"distribution service", and the reform of the environmental impact assessment system is one of the major initiatives. This paper reviews the development process of environmental impact assessment in China, examines the key points in the current environmental impact assessment reform and development, and forecasts the future environmental impact assessment system reform.更多还原
