山东省生态保护红线“天-空-地”一体化GIS监管平台研究与实现

【摘要】 生态保护红线是保障和维护国家生态安全的底线和生命线,构建生态保护红线监管平台对生态保护红线监管及保护生态环境有着重要的意义。作为经济和人口大省,山东省生态环境问题日益凸显,为有效遏制山东省生态环境的进一步恶化,解决凸显的生态问题,本文通过集成卫星遥感、无人机遥感、地基遥感、野外观测台站以及核查巡护等监测手段,依托云计算平台探索了基于SOA架构的"天-空-地"一体化生态保护红线GIS监管平台的构建方法。平台通过对来自不同监测手段的数据进行协同挖掘具备了及时预警生态风险、发现生态保护红线破坏行为的功能,达到了对生态保护线红线全天候、实时化、常态化的环境监管的要求。

【Abstract】 Ecological protection red line is the baseline and life line for safeguarding and maintaining national ecological safety. Building ecological protection red line GIS monitoring platform has a significant influence on ecological protection red line monitoring. Although ShanDong has a large amount of population and huge economy, it′ s ecological environment is increasingly serious. To prohibit effectively ShanDong′ s ecological environment deterioration and address prominently ecological problem, this study investigated the construction approach of GIS monitoring platform of ShanDong ecological protection red line. This platform adopted " sky-space-ground" integration and service-oriented architecture, and it combined satellite remote sensing, unmanned air vehicle remote sensing, ground-based remote sensing, observatory site and verification inspection, and the like. This GIS monitoring platform could provide timely ecological risk early warning and find the damage behavior in ecological protection red line. Additionally, this platform satisfy environmental monitoring needs for ecological protection red line, with a all-weather, r eal-time, regular manner.
