创新城市指标体系发展趋势及对创新发展战略拟定的启发

【摘要】 目前,中国特色社会主义进入了新时代,随着十九大的召开,明确了创新驱动发展成为我国下一阶段的主要驱动力,如何制定适合城市的创新战略是处在转型期的城市所需要思考的关键问题。根据世界其他城市的经验,不同城市发展阶段的创新理论和实践不同,因此抓住创新发展的主要特征与趋势,是制定准确创新发展战略的根本。本文选取国内外1 7个权威创新实力指数指标体系和通过创新经济完成城市转型的城市总体(专项)规划评价指标体系,总结出由先发创新城市提出的普适创新指标特征和新经济阶段的城市创新趋势指标特征、以及具有鲜明地方特色的个性指标特征。基于创新指标体系的趋势特征结论,作者提出从创新要素结构"不平衡"与关键创新要素的供给"不充分"角度对城市创新发展战略的拟定提出建议。更多还原

【Abstract】 Socialism with Chinese characteristics has entered into a new era,with the opening of the 19 th CPC National Congress,innovation-led development has become the main driving force for China in next few decades,making adaptive innovation strategies is the key problem for those cities which need transformation.With the practice in the world,innovation theory and strategies change throughout the time.The most important way to make adaptive innovation strategies is to understand the features and development trends of innovation.This paper used 17 innovation indexes and urban strategy monitoring systems which contain the innovation assessment as case studies,to summary the features of basic urban innovation indicators by those pioneer innovation cities and,the innovation indicator development trends and the indicators with distinct city features.Based on the conclusion of innovation indicator trend and features,the author put forward suggestions for making urban innovation strategies from the aspects of innovation structure and the key innovation factors supplement.更多还原
