【摘要】 按照政府在城市中的权力运作机制与职能差异,目前我国新型城镇化建设可以划分为城市经营和城市培育两种发展模式。在城市经营阶段,由于对城市经营模式与政府职能发挥存在误区,我国城市政府的实际操作与理论模式在城市经营目标的确定、方式选择、政府角色、制度架构等方面存在应然与实然的差距,城市政府的行为矛盾与职能错位问题突出。随着新型城镇化建设的持续推进,政府逐渐向城市培育过渡,其角色定位与职能发挥也进一步转变。在探索新型城镇化发展路径和构建现代城市治理体系的同时,政府也面临新时期城市发展能力构建和市民社会培育的双重挑战,这对我国转变政府职能、实现城市的可持续发展提出了更高的要求。更多还原

【Abstract】 New-type urbanization in China can be divided into two developing models,urban managing and urban cultivation,according to different power and function operation mechanisms of urban government.In the process of urban managing,there are gaps between theoretical model and government practice in terms of setting targets,taking measures,government roles and institutional framework,therefore the conflicts between governmental behaviors and functions are serious.With the deepening of social and economic reform and the developing of new-type urbanization,roles and functions of urban government are transforming to adapt to urban cultivation model.While exploring the new rode to city development and building modern urban governance system,government is also facing challenges of improving the self-developing ability of cities and fostering an active civil society,which have more requests for the transforming of government functions to achieve sustainable development of cities.更多还原
