【摘要】 目的:基于利益相关理论分析辽宁省F县乡镇卫生院基本药物的短缺情况及产生原因,进而提出对策建议。方法:针对F县35个乡镇卫生院进行调研,整理得出F县乡镇卫生院基本药物短缺品种、剂型、短缺时间、临床可替代性及发生短缺的原因,并对调研结果进行深入分析。结果:F县35家乡镇卫生院共有24种短缺基本药物,37个品规,其中16种在《国家发改委定价范围内的低价药品清单》中,95.8%的品种在辽宁省的中标价格低于50元,药品短缺时间大都超过6个月,多为临床必需且难以替代品种,短缺直接原因均为生产企业停止供应。结论:F县乡镇卫生院基本药物短缺形势较为严峻,建议生产企业基于社会责任而保障短缺基本药物的生产供应,监管部门通过完善短缺药供应保障机制和招标采购政策、建立短缺基本药物灵活的招标采购机制、加强乡镇卫生院建设投入等措施,从根本上解决基本药物短缺问题。更多还原

【Abstract】 OBJECTIVE: Based on the interest-related theory,Analyze the shortage of essential medicines in township health centers in F counties,Liaoning Province,and propose the solution. METHOD: Investigate 35 township hospitals in F County to get the shortage of essential medicines, dosage forms, shortage times, clinical substitutability and causes. RESULTS:35 township hospitals in F County have 24 kinds essential medicines shorted,37 items.There are 16 kinds in the list of Low-priced drugs,95.8% of the varieties in Liaoning Province won the bid price lower than 50 yuan.Most of the drug shortages lasted more than six months. Most of them were clinically necessary and difficult to replace. The direct cause of the shortage was that manufacturers stopped supplying them.CONCLUSIONS: The situation of essential medicine shortage in township health centers in F counties is severe,Suggest the manufacturers guarantee the production and supply of essential medicines based on social responsibility.The goverment improve the Short Drug Supply Guarantee Mechanism and bidding procurement policies,Strengthen the investment in the construction of township hospitals and other measures to fundamentally solve the problem of shortage of essential medicines.更多还原
