【摘要】 基于2017年贵州省精准扶贫调查数据,采用描述性统计方法,从微观层面考察了贵州省精准扶贫政策实施后农户家庭生活状况的改善状况,并对比分析了不同类型农户的扶贫效果及其差异性,为进一步的扶贫战略提供可靠的依据。对比发现,尽管贫困户减贫摘帽实践呈现出一定偏差,但是现阶段贵州省整体扶贫效果良好,且获得了贫困群众较高的主观认同。此外,进一步分析发现,贫困户帮扶年限增加,精准扶贫政策实施效果越显著,从而降低了扶贫效果偏差的概率;贫困户对当地扶贫政策是否了解,是造成显著性内部偏差的重要原因;因病支出型贫困是农村贫困的核心内容,亦直接影响着扶贫政策的实施效果。因此,在今后的扶贫政策优化中,应更加精准地识别贫困类型施策,建立产业精准扶贫长效机制,并充分发挥帮扶载体的功能。更多还原

【Abstract】 Based on the survey data of accurate poverty alleviation of Guizhou Province in 2017,this paper uses the descriptive statistical method to examine the improvement of rural households’ living conditions after the implementation of the accurate poverty alleviation policy in Guizhou Province,and comparatively analyzes the effects and differences of farmers in different groups,which provides a reliable foundation for taking further measures on poverty alleviation.The results show that although there may be some deviations in the practice of poverty alleviation strategies,but the overall effect is significant at this stage with a relatively high recognition from the poor masses.In addition,further analysis finds that the households who have received more assistance are more likely to alleviate from poverty,thus reducing the probability of deviation from the poverty alleviation effect;Poor households’ understanding of the local poverty alleviation policy may be an important cause of significant internal bias;Disease-based poverty is the core content of rural poverty,which directly affects the implementation of poverty alleviation policies.Therefore,more accurately identified poverty-type policies should be made and a long-term mechanism for industrial poverty alleviation should be established to give a full play to the functions of supporting carriers in optimization of poverty alleviation policies in the future更多还原
