【摘要】 在核心家庭养老功能衰退、提倡社会化养老的背景下,"时间银行"作为"积极老龄化"理论的有效实践,为增进代际支持、在地老化及构建互助养老模式提供了新的可能。文章通过对来自全国12个省市的14家"时间银行"机构(或社区)进行的调研,笔者认为当前"时间银行"存在:"人、财、物投入均存在不同程度匮乏"、"暂未搭建有效记录、存兑及信息共享平台"、"宣传度不够,社会对其存在认知偏差"等三点忧虑,并提出"形成政府主导、社会全面参与的联动机制"、"完善记录与存兑标准,逐步建立全国"通存通兑"机制"、"加强舆论宣传,营造"时间银行"志愿服务文化,增强"时间银行"社会影响力"三点反思,以期群策群力,共同推进"时间银行"助力互助养老服务建设。更多还原

【Abstract】 Under the background of the decline of core family pension function and the promotion of pension, "Time Bank", as an effective practice of "positive aging theory", provides a new way to improve inter-generational support, promote aging in the land and to build a mutual support model. Through the investigation of 14 "time bank" institutions(or communities) from 12 provinces and cities across China, the author believes that there exists three concerns in the current practice of "Time Bank": "Lack of human, financial and material resources"; "not establishing an effective record, deposit and exchange and information sharing platform, "and "Little publicity and social misunderstanding", And we have advanced three reflections upon the current practice depicted above: "Forming a linkage mechanism that is government-led and full-scale-social-participation" "Improving the record and the redemption standard and gradually establishing the national standard", and "Enhancing the propaganda of ‘Time Bank’, creating a voluntary service culture and amplifying the social impact of ‘Time Bank’ "three reflections, with a view to pooling efforts to jointly promote the mutual care model via "Time Bank".更多还原
