【摘要】 电力市场改革初期,发电侧上网电价的机制设计是一个关键问题。与单一制电价机制相比,两部制电价机制可以为发电企业提供部分固定收入保障,还能有效地调动发电投资的积极性,体现市场机制的资源配置优势。两部制电价分为容量电价、电量电价两个部分,对于容量电价,提出了不同方案的设计思路,在符合国家逐步统一上网电价的改革方向的基础上,结合四川电力产业结构的特点,采用水火分类不分档的定价方案,能够在一定程度上缓和四川水火问题。对于电量电价的竞争,针对四川电力阻塞问题,提出了一种分区二次出清的电价形成机制,在有效反映阻塞成本的前提下,能够明显地减少各分区之间由于阻塞带来的利益调整。最后通过算例仿真,验证了该电价机制的合理性。更多还原

【Abstract】 In the initial stage of the power market reform, the mechanism design of the on-grid price on the power generation side is a key issue. Compared with the single electricity price mechanism, the two-part electricity price mechanism can provide some fixed income security for power generation enterprises, and can effectively mobilize the enthusiasm of power generation investment and reflect the resource allocation advantages of the market mechanism. The two-part electricity price is divided into two parts: capacity electricity price and electricity price. For the capacity price, the design ideas of different schemes are proposed. Based on the reform direction of the country’s gradual unified on-grid tariff, combined with the characteristics of Sichuan’s power industry structure, The pricing scheme of water and fire classification without division can alleviate the problem of Sichuan water and fire to a certain extent. For the competition of electricity price, this paper proposes a electricity price formation mechanism for the secondary clearing of the district, which can significantly reduce the interest adjustment caused by the blockage under the premise of effectively reflecting the congestion cost..
