【摘要】 本文首先对有关自愿性标准化体制改革的文献做出了综述。现有学术研究的主要结论是,现代社会利益呈现多元化趋势,这种利益的多元性要求开放性的公共治理。然后作者对自愿性标准化体制改革的几个重要问题进行了讨论,包括我国当前政府标准化管理多重主体的问题,产业自组织标准化的市场孕育,以及改革所面临的挑战。笔者认为,我国自愿性标准化体制的主要问题是单一政府管理却存在多重主体,造成过度干预和管理上的混乱。产业当中产生自组织的社会主体开展标准化的先决条件是政府退出自愿性标准化管理。实际上产业中蕴藏着自组织开展标准化的极大积极性,但是这种自组织能力需要培育。最后笔者给出了体制改革的政策建议。更多还原

【Abstract】 This article firstly makes an overview to the literature concerning institutional reform of voluntary standardization.Current major conclusions of academic research are the modern social interests that present tendency of diversification,the interest diversity which demands more open public governance.Secondly,the author has a discussion on some important issues about the institutional reform of voluntary standardization,including multi-subjects issue of current government standardization administration,market fostering industrial self-governance standardization,and the challenges the reform confronts.The authors believes that,the major problem of voluntary standardization institutional reform is only government governing but multisubjects exist which creates over-interference and management confusions.The precondition to create self-governance social subjects in standardization is to let government quit in voluntary standardization governance.Actually great enthusiasms of selfgovernance of standardization are hold in store in industry,but the capacity of it should be fostered.Finally,the author offers policy suggestions for the institutional reform.更多还原
