【摘要】 建立覆盖全民的社会保障是社会保障制度安排的终极目的之一。由于人口的流动性和管理的分级性等客观存在,社会保障体系的建立尤其是在对其管理上存在着一些不确定性。基于社会保障体系所形成的结构特征,是对社会保障系统的建立和管理的基础。在本文中,我们通过对覆盖全民的社会保障体系所形成的结构的分析,发现了覆盖全民的社会保障体系的结构是一种分形分布的形态。由于社会保障体系的结构存在着自相似的特征,只能把社会保障纳入整体的管理而不能以分级管理方式来管理。因为,分形的分布是要求局部和整体的相似,只有在一个统一的整体管理规则下,社会保障体系的结构才有可能实现其自相似性,这也是自相似结构的内在需要。更多还原

【Abstract】 The establishment of covers all the peoples social security is one of ultimate goals in social security systems arrangement.As a result of population fluidity and management graduation and so on objective existence,therefore,it has some uncertainty particularly questions with establishment and management in social security system.Based on the structural feature which the social security system formation is a foundation of how to establishment and manage.In this paper,though to analysis the structure of social security system with all the peoples covered,we discover the structure of social security system with coverage of all the peoples is one kind of fractal distribution shape.Because the function of fractal distribution require partial and whole similar,only under the integrate rule of management in social security is used,but level-to-level administration way to manage is not used,the structure of social security system can realize its similarity,this is also an intrinsic need in the similar structure.更多还原
