【摘要】 农村集体建设用地流转有利于提高农村土地利用率,增加建设用地存量,也是推动城乡土地市场一体化的重要途径。文章从剖析农村集体建设用地流转中存在的问题入手,提出构建和完善农村集体建设用地流转的支撑体系,包括农村建设用地流转的法律支撑体系、行政手段支撑体系、经济支撑体系、技术支撑体系与其他配套制度支撑体系等五个方面的内容以及各自的实现路径,最后结合城乡建设用地减少挂钩政策,指出流转过程中往往是几种支撑体系的耦合。研究通过探讨农村建设用地流转支撑体系的构建、实现和完善,为我国农村集体建设用地合理合法流转提供参考。更多还原

【Abstract】 Circulation of rural collective construction land was beneficial to improve land utilization ratio and increase the existing building land, which was an important way to promoting the integration of land market in city and rural. This paper presented the supporting system for constructing a regime of circulation of rural collective construction land based on problems in circulation of rural collective construction, which including the legal supporting system, administrative supporting system, economic supporting system, technological supporting system and the other supporting system and ways of implementation. And this paper integrated the policy of pothook of city construction land increase and rural residential land decrease pointing out the circulation was the coupling of those supporting system. This research would provide a reference to the reasonable and legitimate circulation of rural collective construction land in China.更多还原
