【Abstract】 Civil Obedience is the citizens’ behavior being consistent with authoritative requirements in certain society out of their internal will or external constraints. The consent theory,the equality theory and the natural duty theory have been employed to do research on political obligation of civil obedience respectively,but each theory can not either explain the puzzle existing in this issue or withstand further questioning,therefore are subjected to diverse criticism.
