【摘要】 考察国家治理进程中的政府公信力,公共权力不仅是一个视角,而且是一个关键变量。国家治理体系实质上就是国家公共权力的配置与构成,而国家治理能力则是公共权力配置公共资源以达成公共目标、实现公共利益的程度。国家治理进程中的政府公信力就是指政府基于公共权力而协同不同行动者生产公共产品、提供公共服务、实现公共利益并赢得公众信任的能力。但是,公共权力悖论阻碍了国家治理进程中合法性、民主性、透明性和责任性的实现,导致政府公信力危机。因此,要通过法治建设、制度建设和扩大公民参与,实现依法治权、用制度管权并且以权利制约权力,以体制机制改革摆脱公共权力多中心趋向与责任制约束的两难,建构法治政府、透明政府和责任政府,提升政府公信力。更多还原

【Abstract】 The state governance is, in essence, how to separate power, decentralize power and control power. To investigate the credibility of government in the process of state governance, the public administrative power is not only a perspective, but also is a key variable. The state governance system is essentially the configuration and constitution of public administrative power, while the state governance capacity is the degree to which public administrative power allocate public resources to achieve public goals and realize public interest. Governmental credibility in the process of state governance denotes that government’s capability, based on public administrative power, to collaborate different actors to produce public goods, provide public service and achieve public interests, and to win public trust. However, public administrative power paradox has hindered the realization of legality, democracy, transparency and accountability in state governance, causing the crisis of public trust in government. Therefore, we need to realize ruling power by law, administrative power by institutions, control power with rights, through the ways of rule of law, institution construction and public participation enlargement, so as to build government under the rule of law, transparent government and responsible government, and to improve government credibility.更多还原
