【摘要】 目前我国环境群体性事件呈现高发态势,对社会公共秩序和社会发展造成了不利的影响。针对环境群体性事件独特的地域性、潜伏性与诉求多元性,从政府公信力之理念、制度、行为对其成因予以剖析,认为治理环境群体性事件应着力提高政府公信力,即树立正确政绩观以切实转变经济增长方式,畅通利益诉求渠道以保障公民参与,加强环境执法监管以完善环境法律体系,规范政府行政行为方式以提高相关人员素质。更多还原

【Abstract】 At present,the amount of our country environmental group events are on the rise,which will do a harm to the development of the social public order and society.According to unique characteristics of environmental group events, such as strong regional,long incubation period,demand diversification,based on the analysis of the causes of the environmental group events from the concept,system,behavior of the credibility of government,the point is put for- ward that dealling with the environmental group events should improve the credibility of government,including setting up the correct view of achievements to change the mode of economic growth deeply,smoothing benefit demand channel to protect the citizen participation,strengthening environmental law enforcement supervision to improve the environmental legal system,standardizing the government administrative behavior to develope the government personnel quality.更多还原
