【摘要】 依据国际环境法的"共同但有区别的责任"原则,发达国家承担着应对气候变化的主要国际环境保护责任。但是,在实践中,伴随着综合国力的不断上升,国际力量对比等因素的影响,发达国家迟迟不愿与发展中国家缔结气候协议,甚至推行单边主义和争夺国际环境公共权力,导致发达国家国际环境保护责任未能有效实现。在具体应对措施上,实现制度上的完善设计和广大发展中国家的团结协作,是实现发达国家国际环境保护责任的必然选择。更多还原

【Abstract】 Based on the principle of "common but differentiated responsibilities" of international environmental law, the developed countries bear the main international environmental responsibility to address climate change. However, in practice, along with the rising of the comprehensive national strength, international forces and other factors, the developed countries and developing countries are reluctant to conclude a climate agreement, and even the implementation of unilateralism and compete for international environmental public power, resulting in well-developed national and international responsibilities for environmental protection can not be effective. On the specific response measures, to achieve the perfect design of the institutional and the unity and cooperation of the majority of the developing countries, is the inevitable choice to achieve international responsibilities for environmental protection in developed countries.更多还原
