论风险预防原则在灾害防治法领域的运用

【摘要】 风险预防原则已经成为发达国家灾害防治法的一项基本原则,并广泛实施,构建了比较健全的制度。我国近年来的灾害防治法虽然已经有风险评估、风险管理等规定,但在风险传播、风险认知等领域依然缺乏有效制度供给、现存风险管理制度还有待完善等问题,应加大风险传播力度,加强社区公民的风险认知能力,全国组建统一的灾害防治管理部门。更多还原

【Abstract】 The Precautionary Principle has become the basic principle in the disaster prevention of developed countries, and implemented widely on the base of the sound system. In China, the risk assessment, risk management and other systems has been built in the related legislation. However, the existed systems are not sound, and the risk communication and risk perception has not constructed well. The risk communication should be increased to strengthen the capacity of community citizens to the perceptions of risk. The country should set up a unified disaster management department.更多还原
