防灾减灾背景下我国环境警察制度建构思考

【摘要】 我国为经济快速发展所付出的过大的环境代价的恶果已经初显,如何实现经济和社会的可持续发展,更好的保护环境走可持续发展之路,已经日益成为社会关注的焦点问题,学习国外环境法制较发达国家建立环境警察制度以达到通过强有力的环境行政管理预防环境污染发生和更好的保护自然资源的目的,同时还可以预防人为环境灾害的发生,甚至灾害发生后通过其制度内容的社会价值实现减少次生灾害发生最终达到防灾减灾目的。更多还原
