【摘要】 贵州是内陆山区农业省,经济社会发展相对滞后,"三农"发展中具有自身的问题和特点,必须依照中央一号文件的精神和针对贵州的实际,解放思想,实事求是,与时俱进,积极而又稳妥地解决"三农"问题。2004年初,中央和省的"两个一号"文件下达以后,农业和农村形势向好,经济发展很快,粮食安全得到重视,支农资金和技术措施进一步落实;农业结构调整有了新的发展,生态畜牧业和特色农业出现了许多亮点;农民收入有了较快增长,增收措施比较扎实。贵州农业增长受到来自总量不足和质量提高的双重约束,由于受自然资源条件的限制,提高贵州农业综合生产能力,必须走质量型为主的道路,不能单纯走数量型的道路。更多还原

【Abstract】 An agricultural province in the mountainous hinterland of China,Guizhou lags behind in development and is faced with its own characteristic problems in the development of "three rurals",namely the rural economy,rural community and rural residents.The "three rurals" must be addressed in accordance with the essence of No.1Document by the central authorities and the actual situation of the province.Since the start of 2004 when both the central and provincial governments issued their respective No.1 documents,the overall situation of the province has been changing from good to better:the rural economy is experiencing a rapid development;food security has received enough attention;agricultural funds and technology are further ensured;agricultural restructuring is in progress;obvious achievements are made in ecological livestock husbandry and characteristic agriculture;farmers’ income is increasing rather rapidly for practicable measures.Nevertheless,agricultural growth in Cuizhou is inadequate both in gross quantity and quality.The increase of production capacity is expected to achieve only through the enhancement of quality rather than through seeking quantity because of the poor natural conditions in the area.更多还原
