【Abstract】 There has been argument on the effectiveness of behavior-based safety(BBS). One view is expressed that behavioral safety is equal to spot "custody", and the effectiveness is finite; another view is that "behavioral safety should be supported by safety culture". Behavioral safety proves to be effective in the prevention of accidents by analyzing the Brazil fire on January 27, 2013 with the behavior-based"2-4" model; the author puts forward that behavioral safety is a systematic method of solving seven reasons in the chain of accident causation at the same time, and it has significant effect on accident prevention.更多还原
