【摘要】 渔业转型是现代渔业发展的紧迫任务,渔业劳动力转型是渔业转型的内在要求和基本条件,它为渔业转型提供了高素质的人力资本支撑。渔民是渔业尤其是海洋捕捞业的生力军,是渔业劳动力转型的重要构成部分,对渔业转型具有重要意义。本文从渔民转型的概念入手,探讨渔民转型的内涵、动因与存在的障碍,然后就渔民自身的局限性、转型成本过高和缺乏相应的政策支持等几个方面的问题,提出加强思想动员、强化教育和培训、营造渔民转型的政策氛围等具体的解决对策。更多还原

【Abstract】 Marine fishery transition is one object of the development of modern fishery, which caused fishery labor force transfer, because it is important for the development of modern fishery to supply more quality human capital. Fishermen transition is vital, which constitutes the majority of fishery labor force. The paper is divided into four parts, and the first three parts explain conception , basic impetus and obstacles of fishermen transition, and the last part proposed countermeasure ,including how to eliminate puzzle headedness in the fishermen’s mind,to intensify vocational education and skill, to perfect the policy on improving fishermen transition.更多还原
