【摘要】 自2009年11月国家正式批准《黄河三角洲高效生态经济区发展规划》以来,黄河三角洲的开发建设成为全国关注的热点。黄河三角洲作为生态敏感区域,生态保护和生态功能区划是开发的关键前提。本文在分析黄河三角洲生态建设与保护基础条件的基础上,进行了生态功能区划,将黄河三角洲分为四个一级生态区和五个二级生态功能亚区,归纳了生态保护的重点行动领域,并从组织创新、科技引领、法规政策、全民参与等方面有针对性地提出了生态保护的措施。更多还原

【Abstract】 Since countries have officially approved the " eco-efficient Yellow River Delta Economic Zone Development Plan" in November 2009,the development of the Yellow River Delta has been into the national focus of attention.The Yellow River Delta is ecologically sensitive areas,so ecological protection and ecological functional regionalization of Yellow River Delta is the key prerequisite for the development.Based on the analysis of ecological construction and protecting the basic conditions of the Yellow River Delta,the article made ecological functional regionalization,in which the Yellow River Delta was divided into four first grade ecological zones and five Two sub-areas of ecolog ical functions,Summarized the priority action for ecological protection,meanwhile put forward the ecological protection measures from organizational innovation,technology leading,regulations &-policies,Public participation,etc.更多还原
