【摘要】 本文结合沈阳市南部临空旅游区旅游规划的实践,借鉴国内成功经验,基于城乡统筹、新型城市化建设、以旅游为主导的第三产业发展的背景,提出并在规划中采用了沈南模式。本文探讨了沈南模式提出的背景,阐述了沈南模式的构成与内涵,即"政府主导,全域旅游,市场运作,共利多赢"。同时也论述了沈南模式的主要任务,即:(1)由成建制的行政区向特殊经济功能区转型,实现跨越发展;(2)由粗放利用型经济向生态节约型经济转变,逐步实现绿色发展;(3)向开放服务经济转型,由自我服务型转为面向空港的现代化服务体系,逐步实现产业升级转型;(4)以服务经济、保障民生为导向,向统一户籍管理制度转变,建设和谐经济区;(5)由乡村聚落景观向体育休闲旅游景观转型,建设花园经济区。更多还原

【Abstract】 This paper combines with the tourism planning practice of the southern area of Shenyang, draws lessons from the successful experience of domestic, bases on the background of the overall planning of urban and rural, the new urbanization construction and the development of third industry by tourism leading, proposes the Shennan mode and uses it in planning. This paper explores the Shenyang mode’s proposed background, expounds the structure and meaning of shenyang mode, namely "government-led, global travel, market operation, benefit-sharing and win-win". This paper also discusses the main task of Shenyang mode: (1) transferring from the system administrative area to the special economic function area, to realize leaping development; (2) transferring from extensive-used economy to eco-efficient economy, to realize green development gradually; (3) transferring to the open service economy, from self-service type to modernization service system facing the airport, to realize industrial upgrading and transformation gradually;(4) regarding the service economy, guarantee the people’s livelihood as the guidance, transferring to the unified household registration system, constructing a harmonious economic zone;(5) transferring from the rural settlement landscape to the sports and leisure tourism landscape, building a garden economic zone.更多还原
