巨灾应对任务框架下的情景-容错规划研究
Scenario Analysis and Fault-tolerance Planning for Emergency Respond to Catastrophic Events

【摘要】 巨灾所造成的应对环境极其恶劣,存在时间压迫、经验缺失、信息缺项、资源缺项、协同艰难等等一系列极端不利约束。针对这类约束条件,构建了包括灾难情景态势推演、应对准备规划、应对任务规划和持续改进规划的巨灾应对任务规划建模方法,勾画了要素构成-态势演化互为关联的灾害态势情景分析,提出了应急准备部署的意外容错规划方法和应对调整方法。
【Abstract】 Catastrophe makes the response environment extremely bad,which exits a series of extreme adverse constraint,like time oppression,experience deletion,resources flaw,incomplete information,and collaborative difficulties,etc.Under this constraint condition,the paper discusses a methodology for catastrophe response planning modeling,including the situation deduction of disaster scenario,response-preparedness planning,response mission planning and continuous improvement planning catastrophe,etc.It gives a general outline of the relevant scenario construction and trend deduction method of catastrophe chain,so as to provide a generalized model of the fault-tolerance mission planning in unconventional emergency preparedness.
