【摘要】 义务教育财政问题一直是农村义务教育发展过程中的核心问题之一,本文基于对湖北省4个县(区、市)的教育局及有关学校的走访,分析了这4个县(区、市)在新机制实施之后的义务教育财政方面仍存在的主要问题。包括经费拨付滞后,管理僵化;贫困寄宿生补助覆盖面偏窄;部分地区的债务清偿及认定工作依旧严峻等问题。针对这些问题,本文认为应该调整和完善现有义务教育拨付机制;从投入与分配两方面着手扩大贫困寄宿生补助覆盖范围;构建科学、合理的偿债机制,彻底清除学校债务。更多还原

【Abstract】 The finance problem of compulsory education has always being the one of the core question in development of compulsory education.This paper analyzed the central problems,which yet to exist after the implement of new mechanism,in the finance field of rural compulsory education,based on the depth interview to education department and school in 4 counties,Hubei.Including lag of appropriate fouds,governance model of rigid;the subsidies for the students from poor families has a narrow coverage;there are so many school carry heavy debts yet to be paid in some areas,etc.To solve these question,this paper suggested that government should adjust and perfect existing mechanism on capital transfer;enlarge the subsides coverage for needy boarder in the ways of devotion and distribute;construct effective sinking mechanism to quite discharge school debt.更多还原
