【Abstract】 Emergency management has become the focus of people’s attention、hot and difficult problem.Emergency resource is the material basis of crisis management.Resource imbalance between supply and demand is root cause of crisis’ significant loss.This article holds that system construction of emergency resource has three pillars,including human resource、material resource and information resource.
