【摘要】 应急管理重在时间效率和责任体职能执行的好坏。分析了已有的评价管理组织结构效能方法的可行性,提出从信息流通和职权分配两方面考察应急管理结构的效能较为全面。基于熵原理方法计算了国外某城市和国内上海市灾害管理组织结构的时效和有序度,并进行了比较分析。建立完善的城市分级式综合灾害管理组织体系是实现高效减灾的关键,故基于模糊聚类思想建立了结构优化控制目标函数,以达到组织结构合理分层,优化整合分散部门的目的。更多还原

【Abstract】 Emergency management focused mainly on time efficiency and function performance of responsibility body.The feasibility of several estimate methods were analyzed and then a more comprehensive effective evaluation method with information currency and authority assignment was illustrated.The time-effect and order degree of a city abroad and Shanghai city were calculated and contrasted based on entropy method. The perfect hiberarchy of urban disaster comprehensive management system was the key point of high efficiency of disaster reduction so that the optimizing goal function was set up based on fuzzy clustering to achieve reasonable delamination and dispersed departments integrated.更多还原
