【摘要】 战略环境评价(SEA)是环境影响评价在战略(法规、政策、规划和计划)层次上的应用,是系统、综合地评价政策、规划和计划及其替代方案环境影响的过程。开展SEA最终目的并不在于否定那些可能造成重大环境影响的战略,而是通过系统、正式、科学评价,在众多替代方案中选择出能够以较小环境代价同样可以达到既定战略目标,而且在环境条件、资源条件、社会认同等方面可行的战略方案。战略规划方案的选择是多层次多目标的综合评价系统,要全面考虑其社会经济、环境、以及资源利用等多方面的影响。本文综述了战略环境评价中规划方案比选方法的研究进展。更多还原

【Abstract】 Strategic environmental assessment(SEA)is a application of environmental impact in strategic levels including law,policy,plan and programme,which is also a process of comprehensive assessing the impact of policy,plan,programme and the alternatives on environment.The ultimate goal of SEA is not negation of a strategy which likely causes significant impact on environment,but to choose a strategic programme which not only can achieve the established strategic objectives in lower environmental cost among many alternatives by the systemic,formal,and scientific evaluation,but also is feasible in technique,resource,social recognition and so on.更多还原
