【摘要】 温室气体排放引起的全球气候变化一直备受国际社会的关注。中国作为世界上最大的温室气体排放国之一,面临着巨大的减排压力。本文建议在目前已广泛开展实施的规划环评中增加温室气体排放评价内容,并给出了其指标体系的具体内容。此举不仅可以完善目前尚未成熟的规划环评指标体系,同时也可将我国的温室气体减排工作落实到具体技术及考核层面,实现经济发展和保护环境"双赢"的目标,为全球气候变化做出积极的贡献。更多还原

【Abstract】 Global climate changes caused by the greenhouse gas emissions have drawn much attention across the world in recent years.As one of the countries that produce the most greenhouse gas in the world,China is facing enormous pressure to reduce their emissions.This paper suggests adding the greenhouse gas emissions assessment as part of the broadly accepted Project-Specific Environmental Impact Assessment(PEIA).Detailed information is also given on how to set up the indicator systems.The aim is not only to improve the current PEIA indicator systems,but also to take the greenhouse gas emission reduction initiatives up to the specific technical and assessment levels.This change will lead to the dual goals of economic development and environmental protection while making a positive impact on global climate change.更多还原
