【摘要】 加强南通长防林体系建设,构筑长江入海的最后一道生态屏障,是南通生态环境建设的重要内容,对实现整个长江三角洲地区以及沿海地区的可持续发展具有重大现实意义。截止2008年,南通市森林覆盖率为16.8%,森林覆盖面积达13.5万hm~2,多层立体防护生态框架基本建成,产业特色明显,生态文化深入人心。针对资源总量不足、发展不平衡、林地难落实等问题,笔者认为应从突破"无地造林"的传统认识、树立"生态为先"的建设理念、做好"栽管并重"的思想转变、强化"部门绿化"的责任落实、实现"兴林富民"的最终目标等5个方面,加速推进南通长防林体系建设。更多还原

【Abstract】 In order to build the last ecological barriers nearby the estuaries,it is an important part of the ecological environment construction to strengthen the Yangtze River shelterbelts’ System in Nantong. Moreover,it is of great practical significance to achieve the sustainable development of the coastal areas.The forest coverage rate came up to 16.8%,and the forest coverage area measured up 135,000 Ha by far 2008.The multi-dimensional protection framework with obvious industry characteristics has been built,while ecological culture penetrates deeply in people’s hearts.For the realities of lack of resources’ amount,uneven development and difficulties to implement woodlands,in our opinion,we should break the traditional understanding of"nowhere for reforestation,"build the conception of"ecology first",change our mind to"pay equal attention to both plant and management",strengthen the departments’ responsibility and achieve the ultimate goal to flourish the forestry and make people more prosperous.Only fulfill these five aspects,can we accelerate the construction of the Yangtze River shelterbelts’ system in Nantong.更多还原
