【摘要】 "民以食为天,食以安为先",水产养殖产品质量安全事关市民食用安全,倍受人们关注。将乐县自2000年开始实施治理"餐桌污染"、建设"食品放心工程",探索建立了以县食品安全部门牵头,工商、卫生、渔业、质监等部门组成的食品安全监管体系,按照行业部门职能分工,实行日常动态监管、重大节假日联合执法机制,保障市民的食品安全。目前,我国食品行业中的农产品、畜禽产品、水产品等初级产品生产及其加工、流通、销售诸多环节,其食品安全监管涉及多个行业部门。从现行《渔业法》、《农产品质量安全法》、《兽药管理条例》和即将实施的《食品安全法》赋予县级以上渔业部门的监管职责,结合水产品"餐桌污染"治理工作实践,本文认为加强水产养殖水域、苗种、饲料和渔药使用等养殖生产环节监管,主要应从三方面进行监管:一是利用广播、电视、农业网络媒体广泛宣传食品安全法规,提高水产养殖产品质量安全意识,营造食品安全的良好社会氛围;发挥行业协会的自律作用,落实水产养殖产品质量安全承诺制。二是推广水产健康养殖和生态养殖,按技术标准规范养殖生产,确保养殖生产投入品符合要求;鼓励生产者申领无公害、绿色、有机水产品认证,试行水产品产地准出制度,杜绝不合格水产品流入市场。三是建立实施县城以上的市场准入制度和水产品质量安全追溯制度,强化水产养殖生产源头监管,健全水产品质量安全监测网络建设,开展产地水产品质量安全抽检,及时公布水产品质量安全信息;加强部门间的协调配合、联动执法,实现"从池塘到餐桌"的全程监管,提供安全的水产品。同时,加快制订颁布《水产养殖管理条例》,为水产养殖产品质量安全监管提供法律支撑。更多还原

【Abstract】 "people regard food as their prime want,and its safety is the most important"The food safety had aroused people’s greatest attention,food safety of aquaculture products quality safety is also important as a main kind of food.Jiangle county has started to implement for the contamination of Preventing dining table and construct a secure food market from the year 2000,try to set up the food safety supervision system which was comprised of the Business,health,fishery, quality and technique supervision,according to the functional division of industry department.Put daily dynamic management and important holidays combined law enforcement into operation, ensuring food safety of public.At present in our country food profession agricultural product,animal products,aquatic product and so on the primary product production,and processing,circulation,sell many links,its food safety supervision involves many industry departments.From present"Fishery Law","Agricultural Product Quality Security Law","Veterinary Medicine Administration Regulation"and"food safety law"will been implemented soon had investitived the duty of supervision.Combine with preventing aquatic product"dining table contamination"practice,the article analyses that the strengthening aquaculture production supervision of aquaculture waters, seeding,feed and the use of fishery drugs,the main approach to improve the supervision measures on quality safety of aquaculture products from three aspects.First,using the broadcast,TV,agricultural network publicize food safety law and to improve the people safety consciousness of aquaculture products quality safety,trying to create a favorable law environment of food safety.Make use of the Self-discipline in trade association,Implement the food safety commitment system of aquaculture products quality.Second,extended the healthy and ecological aquaculture,according to the technology standard aquaculture,accorded the investment feed and fishery drugs etc with technical norms requirement.We could encourage producer to make certification of non-pollution aquatic produce and green aquatic produce and organic aquatic produce so as to improve produce quality. Try to execute the system of aquatic product producing area,put an end unqualified aquatic products get into market of agricultural products.Third,Established and implemented market access system of county level and quality safety backward system of aquatic product.The government should strengthen the supervision of aquaculture production source,perfect to construct the monitoring network of aquatic product quality safety.Developing Sampling Inspection at the producing area of aquatic product quality safety and announces this information in time.Strengthening cooperation among departments concerned aquatic product,to law enforcing together.Realize supervising the whole course which from"the pond to dining table"production that improve product quality and provide edible safety aquatic product.At the same time,accelerated to formulate and promulgate "Aquaculture Management Regulation",to provide jural support for the supervision on quality safety of aquaculture products.更多还原
