【Abstract】 Division of labor is a sort of institutional arrange of produce. The institutional effect of division of labor lies in the positive correlation with the evolution of industrial cluster. Industrial cluster reduce transaction cost by the perfect institution of division of labor, so industrial cluster is a sort of institutional arrangment and organization innovation.
