【摘要】 综合资源规划是一种区别于传统电力规划的规划方法。由于其综合考虑各种供应侧及需求侧措施,按规划目标确定出最优的规划方案,因此有助于实现电力工业的资源优化和可持续发展。综合资源规划为我国解决经济发展所需的电力供应问题提供了良好的借鉴。本文分析了我国传统的电力规划方法存在的问题,论述了在厂网分开的电力市场环境下我国实施综合资源规划的可能性和必要性,并分析了我国目前应用这一方法存在的政策、体制方面的障碍并提出了改革建议。更多还原

【Abstract】 Integrated resource planning is different from traditional power planning.A great deal of supply-side measures and demand-side measures are evaluated according to given objects to get a optimal planning scenario.Integrated resource planning avails to realize resource optimization of power industry and sustainable development and our country can use integrated resource planning for reference to be the solution of power supply to ensure economic development.The problems of tradition power planning are analyzed in this paper.The possibility and necessity of integrated resource planning in electricity market in our country is demonstrated.At last,policy obstacles of implementing integrated resource planning in our country and suggestion on reformation is presented in this paper.更多还原
