区域协调发展的政策途径

【摘要】 地区社会、经济联系紧密,区域发展日益成为整体,城乡统筹、生产要素有机结合、基础设施共享共建和各类资源优化配置成为实现城市和区域发展的共同目标。区域发展的不平衡、各种利益主体选择差异导致区域发展过程中出现的一些不相协调的问题和矛盾。分析了我国行政区经济利益博弈成为区域协调的障碍,建设区蔓延、区域产业布局各自为政,重大设施协调困难、重复建设严重等区域发展中存在的困境。探索区域协调发展的四种政策途径:第一,编制有效的区域协调规划,如区域规划、城镇协调规划等,并确立其法律地位,强调协调规划为城市总体规划的法定依据,并成为控制和指导区域和城市重大交通基础设施建设、重要产业布局、自然资源利用开发、生态资源保护等的政策依据。第二,建立有权威的区域协调政府,明确区域协调政府的职能,是对区域发展作出长远规划,对区域发展重大事物进行协调,对区域内相关行政部门行政行为进行监督。提高区域协调机构的行政级别,加大协调的力度,增强权威性。第三,建立“以物为中心”的“特别区划”,加强对区域稀缺资源、特定建设区、生态保育等进行控制和监督,在“特别区”设置功能单一的专门机构,或结合现有组织机构进行重组,负责协调、监管特别区域内相关的事务。第四,推进政府间以签订合约的合作方式,促进市场化改革,增进城际合作,实现在区域范围内公共资源共享。更多还原

【Abstract】 The regional development imbalance and diversity of interest subjects bring on regional inconsistent problems. The paper analyses main problems, including the interest competition of administration district, urban sprawl, dispersive distribution of industry, inconsistent arrangement of important infrastructure, repetition of constructive projects. The paper puts forward four approaches to regional coordination development. The first approach is to make effective regional coordination plan which controls and guides regional and urban important infrastructure, layout of industry, using and protection of natural environmental resource, establish law status of the regional coordination plan which is as the legal gist of urban master planning. The second approach is to establish regional authoritative government, to define the regional governmental functions which comprise making long- term planning, intervening important construction invents, supervising underling administration actions of the region. The third approach is to set up " Especial District , establish special organization that has simplex administration function, integrates and supervises the correlative affairs in the region. The fourth approach is to advance the agreement cooperation between urban governments, accelerate market reformation, expand cooperation between cities, share regional commonality resource together.更多还原
