【摘要】 城市交通设施建设和交通管理是保证城市可持续发展所不可缺少的必要条件之一,所以用可持续发展的概念来重新审视交通建设的历史和现状是十分必要的。可持续发展是一个系统工程,其主要特点是注重发展的继承性、连续性、平稳性和持久性。要落实可持续发展原则,就必须构建一个基于可持续概念的新的设施修建和管理体系,并将可持续发展的基本原则量化熔入到工程技术的具体规范中去。为此,本文提出了弱持续、中持续和强持续的概念。以此为基础,文中从宏观和微观及供给和需求等方面对本市的交通设施和管理状况作了粗浅的分析。针对本市的状况,本文认为应采用中持续或强持续的设施修建战略。而在交通管理方面,根据本市现状,本文建议了“采用高新技术、实施有限畅通”的原则。为了使交通设施建设能满足城市持续发展的需要,下列问题应予优先解决: 1．调整交通规划与城市布局,建立快速地面交通系统。 2．研究设施设计标准和技术政策,提高设施建造水平。 3．采用现代交通管理手段,实施“有限畅通”计划。 4．制订明确、一贯的交通政策和长期稳定的资金支持计划。更多还原

【Abstract】 The focus of the sustainable development is on the succession,continuance stability and lasting of development.In order to realize the sustainable development principle,it is necessary to develop a sustainable-development-based technical specifications for urban infrastructure construction and traffic management.For this reason,in this paper,a concept of Weak,Medium and Strong sustainable development is developed.Based on the concept,the history and the state of the practice about the infrastructure construction and traffic management have been reviewed.In the light of the situation of Shanghai,a infrastructure construction strategy meeting the requirement of Medium or Strong sustainable development principles and a traffic management strategy keeping smoothness in limited areas are proposed.更多还原
