【摘要】 本文通过建立煤炭行业结构调整模型,分析了煤炭价格双轨制时期和煤炭价格放开以后小煤矿的发展,关闭小煤矿政策实施和煤炭需求下降对国有煤矿和小煤矿的影响。讨论了提高小煤矿进入壁垒和组建大型煤炭企业集团带来的问题。发现经济利润是投资者进入煤炭行业的主要动力,现行煤炭资源开采权管制模式决定投资者进入具体方式。不改变煤炭资源开采权管制模式,小煤矿无法规范发展。更多还原

【Abstract】 By setting up a structural adjustment model in coal industry, this paper analyzes the development of small coal mines when the coal price was dual and the coal price was set free as well. It also illustrates the impacts on state-owned coal mines and small coal mines while small coal mines were forced to close and the coal demand was decreasing gradually. Discussing the entry barriers for small coal mines and the problems caused by building up larger corporation groups, it is easy to find out that economic profit is the main motive for the investors to enter the coal industry. The current management methods by distributing coal resource-exploiting right determine the specific entering modality for the investors. This kind of management methods must be changed; otherwise the small coal mines cannot develop in normative order.更多还原
