【摘要】 本文基于农村小型水利工程参与式管理模式设定下的激励与约束机制的设计,通过将农民参与工程管理的方式分为报酬性参与和非报酬性参与两类,试图建立一个农村小型水利管理的参与机制数学模型,并将农村小型水利工程管理系统的投资强度、运行效率、管理惩罚系数、农民心理敏感系数等因素引入参与机制的建模中,通过建立的模型测算出现行我国农户参与工程管理的行为变化趋势的数学性质,使农户参与的激励与约束作用充分体现,并根据提出的性质提出了农户有效参与小型水利工程管理的政策及建议。更多还原

【Abstract】 The issue is based on the participation pattern of rural small-water to make out the inspiring and restricting mechanism about the farmer participation. We try to build the mathematiced model of farmer participation by dividing the participation in to pay and not pay, then put all of the factors about rural small-water managing system in this model to calculate the trend of fanners participating behavior and which can embody the fanners inspiring and restricting participation enough. At last, some advices about the government policy to let the farmers participating management more efficient. , are put forward.更多还原
