【摘要】 就生物医学论文以不同的文种、面对不同的读者群,尤其是在不同的国家再次发表的行业国际规范进行调研,认定同一论文以不同的文种在国内外生物医学期刊上相继发表(即不同文种“一稿两投”)不属于国际生物医学期刊界违反版权法和科学道德的一稿多投行为。指出为了既有利于扩大我国高水平的生物医学科研成果在国际上的影响、为国为单位争光;同时又能使这些成果在国内中文学术期刊上有所反映,满足国内广大读者的需要,提高其国内知名度,并为我国的社会和经济发展服务,可以将在国际生物医学期刊上发表的英文论文以中文全文再次发表在国内生物医学期刊上,或以“述评”、“评论”、“摘要”、“给编辑的信”等多种形式在国内生物医学期刊上予以介绍。然而中文全文的再次发表必须是有选择的、有比例的,同时必须满足国际规范所要求遵循的各项规定和要求。更多还原

【Abstract】 To determine whether the duplicate publication in another language violate the scientific ethics andconstitute a violation of copyright law, I surveyed the international standard and the editorial policy about it. The results indicated that the subsequent republication, or simultancous publication of an article in 2 or more journals in another language for different audience, especially in other countries are justifiable and can bebeneficial. It is called"acceptable secondary publication". Following the recommendations of the International Committee of Medical Journal Editors (ICMJE), if information publication in a non-Chinese-language journal will not reach the wider Chinese journal readership unless published again and if reviewers and editors judge the work important , we can require authors to justify a second publication of their work in Chinese biomedical journals. But the secondary publication of complete manuscripts should conform to the international standard. Otherwise, an alternative for the Chinese biomedical journals would be to publish "editorial", "comments","abstracts",or"letters to the editor",and to simply cite the original source or supply the website of the primary journal.更多还原
