【摘要】 文章(1)指出在国家财政资助的各类科技项目及其成果和相关专家等方面由于缺乏全国统一的数据库,导致成果的共享程度低、重复投入严重、成果转化信息不畅、科技资源难以实现优化配置、社会监督作用难以发挥、分散建设数据库浪费极大等弊端。(2)提出了以财政资助的各类科技项目及其成果和相关专家等信息为主要内容创建全国统一的国家科学技术信息库的构想。(3)讨论了国家科学技术信息库的管理体制的两种选择方案。(4)认为国家科学技术信息库的创建有助于弥补中国现行科技信息体系所存在的严重缺陷并克服其所导致的诸多弊端。更多还原

【Abstract】 This paper points out that because the lack of the national and integrated database for research in science and technology in China, there are many drawbacks such as the low sharing degree of the outputs, the repeated research and inputs,the difficulty in commercializing research outputs,the mal-allocation of scarce research fund, the disfunction in supervising the use of research money, the waste of money in setting up separated database and so on. It is then proposed to establish a national and integrated database for research in science and technology as a solution to the above chaos. This database consists of public-financed research programs/projects, their outputs, and information on related experts.Two alternative institutional frameworks to manage the database are suggested and weighed. It is justified that the national database will contribute greatly to the improvement of the present system with various flaws.更多还原
