农业水土工程与西(北)部地区的生态环境和农业的持续发展

【摘要】 分析了我国西部地区农业发展与生态环境的关系:农业上水土资源的不合理利用引起了生态环境问题,反过来,生态环境问题又制约着农业的持续发展。西部地区具有农业发展的有利条件:光热充足、土地资源丰富、雨热同季。西部发展的问题是:水资源短缺、降雨地域性/季节性分布不均、人口增长的压力、社会经济状况和技术相对缺乏。农业生产与生态建设可以协调发展,但在一定条件下处理好两者的关系。农业水土工程解决西部水土环境/生态环境和农业持续发展问题时,应重视提高水资源的利用效率和提高农民的收入、提供改善生态环境的科学技术手段、发展生态环境/农业水土资源监测的技术与监测体系。
【Abstract】 The relationship between agricultural development and eco-environment development in Western China was discussed. Irrational utilization of soil and water resources caused environmental problems, which in turn constrain the sustainable development of agriculture. The natural condition in western China is favorable for agriculture, in aspects such as: abundant resources of land, solar irradiation, cooccurrence of warm weather and rainfall. However, water resources shortage, seasonally and regionally unevenly distributed rainfalls, rapid population growth, less developed social-economy and technology limited the development of the region. Mutual development of agriculture and eco-environment is achievable, if dealt with properly. Agro-soil and water engineering, in solving the problems in eco-environments and sustainable development of agriculture, should pay more attentions to efficient use of water resources and increase the income of farmers. The technologies and measures for environment improvement should be developed. The monitoring system with proper technologies should be established for the purposes of development of Western China.
