关于技术灾害及其减防的研究
Research Concerning Technological Disaster and Its Reduction and Prevention

【摘要】 技术灾害是人类在生产活动中技术失当或管理失误为主因造成的灾害.技术灾害具有隐蔽性和对社会稳定产生巨大冲击的特征.中国工业化进程中应重视对技术灾害的减防,主要对策是:发展循环经济,严格区分安全生产事故与技术灾害,严格按照民主科学决策程序对生态系统的重大扭曲的工程项目进行决策.
【Abstract】 The unsuitable technological action and management fault often lead to the technological disaster in the course of production of mankind. The technological disaster is characterized by concealment and shock to the social steadiness. During the process of industrialization of China, the major policies to reduce and prevent technological disasters are to develop cycle economy, distinguish between the safe production accident and technological disaster and make decisions with engineering projects to distort ecosystem according to the democratic and scientific decision-making programs strictly.
