面向社区的全过程风险管理体系
Community-based Overall Process Risk Management System

【摘要】 选择目前国际上6种典型风险管理模型,从运行程序、适用范围和可操作性等方面进行比较分析。在此基础上,本文提出一种适合中国国情的“面向社区的全过程风险管理体系”(COPRMS)概念模型,采用自上而下和自下而上相结合的风险管理模式,探讨该模型在我国区域综合风险管理中的应用。
【Abstract】 In recent years, a series of environmental pollution disasters and public safety accidents such as fires, floods, explosions and diseases such as SARS took place throughout the whole country. China has many serious potential hazards today, however the risk analysis and management still linger on very low level. Six risk management models are selected from different countries and international organizations. They are APELL, UNDRO, FEMA, EPC, NDCDEP and SMUG. Based on the comparative analysis of the models on operational procedures, implementation and practical conditions, a conceptual model of Community-based Overall Process Risk Management System (COPRMS) is derived. The new model is an integrated risk management model combined two opposite approaches of "from top to bottom" and "from bottom to top". The first approach emphasizes on the policy support from the upper government, while the latter on the lower public participation in communities during the whole process of risk management.
