【摘要】 本文分析了我国出现“上有政策、下有对策”现象的深层次原因,对中国特殊的政策执行环境研究不充分,是其中一个重要根源。针对这种情况,本文提出了建立具有中国特色的政策执行模拟系统,即政策实验室。然后,进一步分析了建立政策实验室的若干问题,并从系统学角度对政策实验室的本质进行了阐释。更多还原

【Abstract】 In China, there are always many unanticipated countermeasures following a released policy. The neglect of China’s unique policy implementation environment is a major reason. Responding to this kind of policy failure, the paper advocates the establishment of policy test-bed. Some issues about policy test-bed are discussed.
