【摘要】 新疆是我国重要的甜菜产区,制糖占到全国甜菜制糖的55%左右,是边远贫困地区农民收入的支柱产业之一。随着我国加入WTO,国际市场食糖成本较低,国外食糖的大量涌入一定会给我国糖厂糖农带来强烈冲击。新疆近年由于糖厂不以质论价,导致农民大面积种植含糖率低、不抗病的国外品种,造成新疆糖区制糖成本高,吨糖耗甜菜平均8.98t,最高的为10.52t。在新形势下,新疆甜菜生产持续发展的关键是:以质论价,提高国内、国际竞争力;加强高糖抗(耐)病品种和不同类型品种的选育;科学种田、节本增效,方能形成良性循环。更多还原

【Abstract】 Western exploitation and joining WTO bring the good chance and challenge for Xin Jiang of the dry and hungriness oasis. Xin Jiang is one of important sugarbeet production areas in China. Sugar industry in Xin Jiang accounts for 55% of sugarbeet - refined in China. It is one of backbone industries for farmer’s income in poor and remote areas. Because the sugarbeet is a large amount product on the world, the price difference of sugar, along with our country joining WTO, would be gradually shorten and finally not existed between home and overseas. Our country has already promised to grant a duty quota of 1600000 tons of imported sugar, the every year’s quota will be increased 5% in 5 years. Due to the lower of sugar price in international market, this will bring strong impact on sugar - refineries and fanners because of importing overseas sugar with large quantity after joining WTO.Recent years sugar - refineries in Xin Jiang buy sugarbeet not according to the quality as the foundation of price, this induced farmers, only for high yield, to plant some overseas varieties that are lower in sugar content, no the power to resist diseases. The result caused the cost of refining sugar was very high in Xin Jiang, for example, to refine 1 ton of sugar needs 8.98 tons of sugarbeet averagely, maximal was 10.52 tons. If this kind of phase were not changed as soon as possible, the enterprises would face a pretty pass. So at the new position, the key of continuable development of sugarbeet production in Xin Jiang is as follows: good quality for good price, increasing the domestic and international competitive power; strengthening breeding of varieties with high sugar content and disease resisted; farming with scientific methods, controlling the cost and increasing benefit in order to form good circle for promoting agricultural development of the dry and hungriness oasis and dealing with challenge after joining WTO.更多还原
