【摘要】 政府信任对民办社工机构的生存发展具有基础性意义。已有对于政社信任关系的研究多为政府侧研究或是前因性研究,从社工机构能动的角度展开对信任关系构建的机制性、过程性描述的研究较少。展开此类研究有助于在理论上增进对微观具体实践情境中政社信任关系意涵的理解,在实践上为社工机构提供赢得政府信任的可借鉴可参考行动框架。论文基于嵌入视角的基本观点,以X机构为案例进行个案分析,尝试从政府信任的表现、信任的构建策略、信任关系的嵌入逻辑三个层次呈现社工机构与政府构建良性信任关系的嵌入图景。论文发现,从纵向发展历程上看,X机构在信任关系中的完整嵌入过程可以分为三个阶段。第一阶段为争取信任机会的入场阶段,在这一阶段,政府信任表现为对社工机构初次合作机会的给予。X机构通过游说政府来引起政府合作兴趣和意愿,通过关键人沟通实现自身同政府间的有效互动。基于上述两个信任构建策略,社工机构实现了信任关系的创造性嵌入。第二阶段为达成信任共识的磨合阶段,在这一阶段,政府信任表现为合作关系中社工机构的资源获取与受到的干预控制,前者体现为“不挑额外毛病”,后者则体现为负责任管控。X机构通过文化感召使信任基础深化发展;通过成就政府不断满足政府的核心利益和诉求,实现双方关系的深度绑定。基于此,X机构完成了信任嵌入点从软性接触到硬性“焊接”的性质变革,实现了信任关系的实质性嵌入。第三阶段为巩固信任关系的维系阶段,在这一阶段,政府信任表现为路径依赖下的持续合作意愿,同时信任关系又伴随着政府人事变动等预期外因素的影响干扰。X机构通过声誉营造推广自身的社工品牌和机构影响力,使得信任通过涟漪传播和规模引导在政府不同部门间传递扩散。基于此,X机构完成了嵌入点的数量扩增,实现了信任关系的扩散性嵌入。通过上述三个嵌入过程,X机构最终实现了对已有体系的多点式深度嵌入,顺利完成了信任关系的嵌入目标。基于X机构个案的经验呈现,论文进一步提炼概括出了“递进嵌入”这一聚焦政社关系的微观解释模型。(正文共61622字,参考文献61篇)更多还原

【Abstract】 Government trust is of fundamental significance to the survival and development of non-governmental social work organizations.Existing research on government-social organization trust relationships predominantly focuses on the government perspective or antecedent factors,with limited studies providing mechanistic and processual descriptions of trust-building from the proactive standpoint of social work organizations.Conducting such research contributes theoretically to enhancing the understanding of the implications of government-social organization trust relationships in specific micro-level practical contexts,while practically offering actionable frameworks for social work organizations to gain government trust.Based on the fundamental principles of the embeddedness perspective,this thesis conducts a case study of Organization X,aiming to present a comprehensive picture of how social work organizations establish positive trust relationships with the government through three dimensions:manifestations of government trust,trust management strategies,and the embeddedness logic of trust relationships.The study reveals that the complete embeddedness process of Organization X in trust relationships can be divided into three distinct phases from a longitudinal developmental perspective.Entry Stage,Securing Trust Opportunities.At this stage,government trust is manifested through the provision of initial cooperation opportunities.Organization X lobbies the government to generate interest and willingness for collaboration and achieves effective interaction through key stakeholder communication.Based on these two trust management strategies,the organization realizes the creative embedding of trust relationships.Adjustment Stage,Reaching Consensus on Trust.Here,government trust is reflected in the organization’s resource acquisition and the level of intervention and control,with the former characterized as"not finding additional faults"and the latter as responsible oversight.Organization X deepens the trust foundation through cultural influence and continuously meets the government’s core interests and demands,thereby achieving a profound binding of the relationship.Through this,the organization transforms the nature of trust embedding from soft contact to hard"welding",realizing the substantive embedding of trust relationships.Maintenance Stage,Consolidating Trust Relations.At this stage,government trust is manifested as a willingness for sustained cooperation under path dependence,while also being influenced by unexpected factors such as changes in government personnel.Organization X promotes its social work brand and institutional influence through reputation building,enabling trust to spread across different government departments via ripple and scale effects.Consequently,the organization achieves an expansion in the number of embedding points,realizing the diffuse embedding of trust relationships.Through these three embedding processes,Organization X ultimately achieves a multi-point,deep embedding within the existing system,successfully accomplishing the goal of embedding trust relationships.Based on the empirical case study of Organization X,this thesis proposes a micro-level explanatory model termed"progressive embeddedness"to analyze the dynamics of government-social organization relations.更多还原
