【摘要】 随着经济社会的发展和城市化进程的加快,人民对城市环境和生活品质的要求越来越高,城市管理综合执法作为城市管理的一种具体手段,在城市管理的过程中扮演着至关重要的角色。但近年来,城管队伍和被管理对象间仍然存在诸多矛盾,城市管理工作体系在落地执行的过程中仍存在诸多问题,影响了城管队伍执法效能。因此,政府需要高度重视城管队伍执法效能的提高,制定实施具体可行的措施以提高城管队伍的执法水平,促进城市治理现代化的目标实现。本研究以C市W区城管执法作为研究对象。先通过对C市W区城管执法队伍的组织架构、人员配置、执法模式、执法成效等方面进行梳理,发现其在推进城市执法体制改革、改进城市管理工作方面取得了一定成效,但也存在不少问题。再结合街头官僚理论,基于12345政务服务便民热线、信访举报、问卷调查等数据进行综合分析,归纳出执法过程中存在形式化、不廉洁、消极型、机械式等问题。进一步分析产生这些问题的原因,主要是执法依据不健全、监督机制不完善、执法资源不足以及人情和利益关系的影响。基于C市W区城管执法实践,并借鉴国内其他地区经验和启示,提出针对性对策建议,即完善法律法规约束自由裁量权、构建监督机制破解非正式互动、优化资源配置缓解执行压力、重塑职业身份解决角色冲突等,以期为改进C市W区城管执法工作提供参考,提高执法和服务水平,推动城市管理手段、管理模式、管理理念创新,更好满足群众需求,促进城市的和谐与可持续发展。研究也为其他城市加强城管队伍建设提供一定参考借鉴。更多还原

【Abstract】 Against the backdrop of the accelerated pace of urban construction and the transformation of the social and economic structure,the public’s expectations for the urban environment and quality of life continue to rise.As an important implementation path of the modern urban governance system,the comprehensive law enforcement mechanism undertakes important functions in maintaining public order and improving the quality of people’s livelihood.However,in the current governance practice,the frictions and conflicts between law enforcement departments and the citizen group have not been completely resolved.Coupled with the implementation deviations of the policy framework in the actual promotion stage,the management norms are difficult to be effectively implemented,which restricts the work effectiveness of the grassroots governance subjects.Therefore,the government needs to attach great importance to improving the law enforcement efficiency of the urban management team,formulate and implement specific and feasible measures to enhance the law enforcement level of the urban management team,and promote the realization of the goal of modern urban governance.In this study,urban management law enforcement in W district of C city is selected as the research object,and firstly,based on the four dimensions of organizational structure,staffing,law enforcement mode,and law enforcement effectiveness,its basic situation is collated in detail,and it can be seen that at present it has already implemented the spirit of the state’s reform of the urban management system to a certain extent,but it also faces a lot of problems.Based on the analysis of data from 12345government service hotline information,letters and reports,questionnaire surveys,etc.,this thesis reveals the phenomena of formalization,lack of integrity,negative type,and mechanical style in the process of law enforcement.In-depth analysis reveals that the root causes of these problems lie in the lack of perfection in the basis of law enforcement,ineffective supervision,relatively scarce law enforcement resources,and the involvement of favors and interests.Based on the study of the theory of street bureaucracy and the experience and inspiration from other regions in China,this thesis proposes a number of measures to improve the team,including legislation to limit discretion,creating a supervision system to crack the dilemma of informal communication,rational allocation of resources to alleviate the difficulty of implementation,and reshaping the professional image to crack the role conflict,etc.,with a view to providing certain reference for the improvement of urban management law enforcement in W District of C City,and helping to create a civilized and harmonious enforcement mode,improve the environment,and then better manage the city to promote the harmonious and sustainable development of the city,and can also provide referable suggestions for other cities to strengthen the construction of the urban management team.更多还原
